Investigator Jessie Woodard with the Shelby County Sheriff’s Office spends his time focused solely on keeping track of people convicted of sex crimes.

With 223 registered sex offenders in the county as of Friday, Oct. 26, there is probably enough work for even more investigators. But Woodard alone in the past 12 months has made 25 arrests for offenders that failed to re-register or changed residence or jobs without notifying police as required by law.

Woodard started in the position in early 2016. Before there was a position focused on sex offenders, SCSO investigators shared the responsibilities.

But Woodard has been able to clean up the county’s records, removing offenders who have died, tracking down those who do not register quarterly and conducting verification checks of listed residences and places of employment.

Files are pulled randomly each month, and Woodard travels around the county to ensure the offenders are living where they have reported. It can be a difficult job, especially if a subject is employed and thus is not home often.

It may take a month to verify someone’s information, Woodard said, including talking to the person’s family members and neighbors.

“The majority of my time is driving around from one to the other to make sure they are living where they say they are living, working where they say they are working, if they are allowed to have kids living with them…,” he said. “I’m required to actually catch the offender there. It has to be random, and I have to catch them there.”

Sheriff’s deputies on patrol assist Woodard because they often know the individuals and are familiar with the area where they are living.

The main violation Woodard said he sees is offenders failing to register quarterly. Upon conviction of a crime that requires registration with law enforcement, a subject is required to register in their birth month and every three months thereafter.

“Every month I get a list of six or seven who didn’t come in,” Woodard said. “Most probably just forgot, but the law doesn’t accept that and people wouldn’t accept that either.”

Any violation of Alabama’s Sex Offender Registration Notification Act is a felony, with the exception of failing to pay the $10 registration fee.

Offenders who live in one county and work in another are also required to register where they work. There are 79 sex offenders who do not live in Shelby County but work here, Woodard said.

The number of sex offenders in the county also includes 31 juveniles and youthful offenders, whose crimes requires registration but not inclusion on the public notification list.
