There are 189 registered sex offenders in Shelby County.

Of those, 112 are subject to public notification, according to the Shelby County Sheriff’s Office.

It’s the sheriff’s office’s responsibility to oversee the sex offender registry, as well as make frequent contact to check up on those who are on the registry.

While all sex offenders pass through the sheriff’s office for registration, Sgt. Mark Bishop of the criminal investigations division said the office works closely with city police departments.

The number of registered sex offenders in Shelby County has remained “relatively steady” throughout the last several years, Bishop said.

“We’re probably a few down from what we were last year, but the number fluctuates each month,” he said. “We’re not at a point where I’d say there have been significant increases or decreases.”

In Alabama, any adult convicted as a criminal sex offender will be on the sex offender registry for life, according to Bishop.

In Alabama, if a person is convicted as a juvenile, or receives youthful offender status, then that person must register for a period of 10 years, Bishop said.

If a person is a registered sex offender in Shelby County, then he or she can expect a visit from law enforcement officials several times a year. If authorities suspect an issue with an offender’s address, then checks could be more frequent.

Checking up on a registered offender means that a deputy goes to the address and physically verifies that the person is there. Also, while there, the deputy attempts to observe any possible violations, such as living with a minor child in cases where that is not permitted.

But what if an offender moves to Shelby County from outside the state of Alabama?

“We hope they at least registered that they were moving from the other state,” Bishop said.

If that’s the case, then the sheriff’s office receives notification from the state the offender is moving from.

Sometimes, though, an offender will move from another state without notifying authorities of his or her intention to do so.

Bishop said the public is one way the sheriff’s office can keep tabs on anybody suspected of being an unregistered sex offender.

“Diligent citizens sometimes may feel like there’s something unusual about a person,” Bishop said, adding that those citizens can check the national sex offender database online.

Most violations related to failure to register are Class C felonies and carry a penalty of between one and 10 years in prison.

Again, the public can play a role in helping law enforcement officials keep tabs on those offenders in violation of the registration process.

“Many of our cases that we make for registration violation come from tips from concerned citizens,” Bishop said. “If they feel like something is not right or unusual, they should contact us.”

In addition to local police departments, the sheriff’s office also works closely with the U.S. Marshals service to enforce the registry.

Bishop said the online registry, available through the sheriff’s office website at shelbyso.com, is a great resource for the community to keep track of registered offenders who are subject to public notice.

Still, Bishop said, parents should be watchful of their children at all times to Keep them safe from potential sexual predators.

“There are offenders that have not been convicted, have not been caught,” Bishop said.
