Cyclist in fatal wreck identified

HOOVER – The Shelby County Coroner’s Office has identified the cyclist killed by being struck while crossing U.S. 280 on Wednesday, Nov. 30.
The victim was 63-year old Randall Richard Phipps, who was homeless but most recently lived in Chelsea.
A gray 2014 Honda Civic was traveling east on U.S. 280 when it struck the cyclist, according to information released by Hoover Police Department.
The driver of the Civic was not injured in the incident, which occurred about 5:30 p.m. near the intersection of U.S. 280 and Hugh Daniel Drive.
Hoover Police traffic officers are investigating the wreck.
