Hoover City Council approves sports center project funding

Mayor Gary Ivey recognized Hoover Fire Chief John Wingate for 40 years of service after joining the department in 1975.
The council approved amending the budget for the fiscal year ending Sept. 30, 2015, in the following areas:
•General Fund – Beginning of year fund balance, $31,800,000; revised end of year fund balance, $31,900,000; revised ending change in fund balance, $100,000.
•Special Revenue Fund – Beginning of year fund balance, $17,259,510; revised end of year fund balance, $9,642,580; revised ending change in fund balance, $7,616,930.
•Capital Projects Fund – Beginning of year fund balance, $32,541,841; revised end of year fund balance, $7,007,737; revised ending change in fund balance, $25,534,104.
•Proprietary Fund – Beginning of year fund balance, $2,555,555; revised end of year fund balance, $7,129,687; revised ending change in fund balance, $4,574,132.
•Total – Beginning of year fund balance, $79,045,796; revised end of year fund balance, $41,420,630; revised ending change in fund balance, $37,625,166.
In other business, the council:
•Accepted a bid from Allcomm Wireless, Inc. for $124,122 for the construction of a Public Safety Communications Monopole.
•Accepted a bid from Duncan & Thompson for $2.6 million for Hoover City Hall renovation.
•Authorized Ivey to execute an addendum to the Subscriber Services Agreement with Xceligent, Inc.
•Authorized Ivey to execute a supplement to the SunGard Public Sector, Inc. Application Service Provider Agreement to extend the existing agreement an additional 36 months.
•Approved an Alcoholic Beverage Control application for a lounge retail liquor license for Hoover Beer Place Inc., doing business as Package Store 150, 2798 John Hawkins Parkway, Suite 126. (This is a change in suite number because of the expansion of Academy Sports.)
•Approved ABC applications for Circle K Stores, Inc. for the off-premise sale of beer and wine because of change in ownership at the following locations: Valleydale Road, Alabama 150, John Hawkins Parkway and Lorna Road.
•Approved an ABC application for a restaurant retail liquor license for Hackfin Group, LLC, doing business as Front Porch restaurant, located at 2301 Grand Ave., Suites 109, 113 and 117. (This is a change in ownership on a previously approved location, Villaggio.)
•Held a public hearing to consider the request of Tamantha Boychuck, representing Pigcasso Holdings Inc., for conditional use approval to allow the on- or off-premise sale of retail beer and retail table wine at Pinots Palette Hoover, 181 Main St., Suite 225. This property is owned by ARC PCBIRAL001, LLC, and is zoned C-2 Community Business District.
•Held a first reading of an ordinance to amend the municipal code to add “Transportation Network Companies;” to amend a portion of a section titled “License Schedule;” and to add “Taxicabs.” The second reading of the ordinance and consideration for adoption was set for Jan. 4.
